Tarif Khusus Listrik Panas Bumi Segera Diterbitkan

JAKARTA, KOMPAS.com- Pemerintah telah merampungkan penyusunan aturan soal tarif khusus listrik yang dihasilkan pembangkit listrik tenaga panas bumi (PLTP) dan pembangkit mini hidro. Dengan adanya aturan itu, nantinya tarif listrik untuk pembangkit panas bumi dan mini hidro akan ditetapkan pemerintah dan perlu negosiasi bisnis.
Menurut Direktur Jenderal Energi Baru Terbarukan Kementerian Energi dan Sumber Daya Mineral Kardaya Warnika, saat ditemui di Kantor Kementerian ESDM, Jumat (1/6/2012), di Jakarta, aturannya kemungkinan akan terbit pada Juni ini.
"Feed in tariff  kita sudah selesai, untuk meminta persetujuan nanti, ada dua untuk mikrohidro dan panas bumi," kata dia.
Namun, ia belum bersedia memberitahu mengenai besaran tarif khusus listrik itu. Konsepnya adalah, tarif pembelian listrik untuk pembangkit listrik berbasis energi baru terbarukan antara lain panas bumi, biomassa dan tenaga air, berbeda-beda antarpulau. Jadi nantinya harganya ditetapkan berbeda-beda, antara Sumatera, Jawa, Maluku, Sulawesi, dan kawasan Indonesia bagian timur.
"Penetapan feed in tariff dengan mempertimbangkan ketersediaan energi alternatif dan daya dukung lingkungan," kata dia.
Sebagai contoh, pemanfaatan panas bumi untuk pembangkit listrik di Nusa Tenggara Timur amat penting karena tidak ada sumber energi lain.
"Kalau di Sumatera, meski tidak ada pembangkit panas bumi, masih bisa memakai gas dan batubara untuk mengoperasikan pembangkit. Kalau di NTT, sumber energi untuk pembangkit hanya bisa memakai BBM dengan biaya pokok produksi listrik Rp 4.000 per kWh. Jadi kalau di NTT tarif listrik untuk panas bumi lebih mahal, itu pantas," ujarnya.
Terkait daya dukung lingkungan, Kardaya mencontohkan, meski tersedia batubara untuk pembangkit di Bali, tetapi pembangkit yang tepat adalah yang ramah lingkungan karena merupakan daerah wisata.
"Di Jawa, banyak industri dan mobil, emisi sudah banyak, dan harus lebih dikurangi," kata dia menegaskan.
Jadi pemerintah akan menginstruksikan PLN agar tetap membeli listrik dari pembangkit listrik tenaga panas bumi dan mini hidro sesuai tarif listrik yang ditetapkan pemerintah. "PLN harus beli sesuai tarif listrik yang ditetapkan pemerintah, kecuali jika PLN bilang berani beli dengan harga lebih tinggi," kata dia.
